The conditions and process for deconstructing the Armed Forces, social and other guarantees for servicemen of the Republic of Moldova and Transnistria will be determined by federal organic law... Until the full demilitarization of the Federation, the Armed forces will be formed and function on the basis of the territorial principle of staffing military units and may not be used to secure order and social safety on the territory of the Federation. The command of the Armed forces of the Federation will be carried out by an empowered federal organ of the executive branch. The approximate numbers of the organs for defense of law and order and social safety will be determined by federal organic law.&lt;/p&gt;
